The DynastyNet Charter
Prologue. The purpose of this charter is to establish the principles of DynastyNet so that the network's purpose may be known. This document shall remain unedited and unchanged once Eboard approves it. The network rules and all other official documents shall not violate any part of this document. It was realized that a document such as this might be needed since the original charter had been changed so much. A charter is not intended to be rewritten this much and it was feared that its original intent might be lost. The intent of this document is to take the place of the old charter as the network charter for how the network is set up and its rules. Section 1 Structure of the network. DynastyNet was started on the ideal that server admins should have a say in the running of the network their servers are linked to. The idea of having one or two people in charge of the network was not wanted by any of the founding members. To that end an Eboard was created, the eligible server owner on a permanently linked server is to be allowed membership on the Eboard. Other members may be added according to Eboard's rules and policy, but shall be voted onto Eboard by the membership and not a requirement. The original charter made provisions for 4 committees, and it is hoped that there shall not be a reason to remove any of the committees. Since the authors of this document realize they cannot see the future, with the exception of Eboard, committees may be redesigned, added, or removed as the Eboard sees fit. The 4 committees at the time of writing of this Charter are Eboard, OperCom, ServerCom and HelpCom. The purpose of the committees is to handle separate aspects of the network and allow oper/user interaction in the network. Eboard has a set of by-laws that was written to govern how the board conducts itself; no part of its by-laws is to violate the charter or the network rules. Eboard shall always be a multi-member committee, under no circumstances should Eboard be dissolved. No server owner shall be denied access as long as they are eligible. Eligibility shall be decided by the network rules, but shall not limit them from access permanently. This does not mean that someone cannot be removed from Eboard due to conduct unbecoming a DynastyNet staff member. The network rules and/or Eboard's by-laws shall provide additional reasons and the procedures for removal of an Eboard member. OperCom has a set of by-laws that was written to govern how the board conducts itself; no part of its by-laws is to violate the charter or the network rules. OperCom is in charge of all matters relating to the opers of the DynastyNet IRC Network. DynastyNet will have the best-trained staff available and to facilitate that, OperCom shall administer the training and testing of all opers and will handle all abuse reports. Except for the matters listed in this document, they will take their operating instructions from the network rules and their by-laws. OperCom must always exist in some form (not necessarily in name) to carry out the training and testing opers. Opers who do not pass testing shall not have a global oline on the network. Having a well-trained staff is essential to the network. ServerCom has a set of by-laws that was written to govern how the board conducts itself; no part of its by-laws is to violate the charter or the network rules. ServerCom is in charge of the servers and services on DynastyNet. They will make any and all coding changes and maintain the network. ServerCom may be changed, or removed with a 2/3-majority vote by Eboard. HelpCom has a set of by-laws that was written to govern how the board conducts itself; no part of its by-laws is to violate the charter or the network rules. HelpCom is in charge of providing a staff of competent people to help users with problems related to the network. It may consist of opers and regular users. HelpCom may be changed, or removed with a 2/3-majority vote by Eboard. Section 2 History, Policy, and rules To understand the rules of this network we feel it is necessary to convey the history and events that led to the formation of the DynastyNet IRC Network back on July 18th, 1998. This history will list the active members who shaped the original charter and rules. We acknowledge that some of the people who were involved at the start but did not stick around have been left out. Most of the founding members of DynastyNet first met on Another.Net when it was still in operation before they started charging for services. It provided quality family chat free of porn and warez. The channel #Computers is where most of them hung out, others were staff members on the network. Dachmo, local8, and to some extent, annjo became involved in a network called GammaForce while Another.Net was still in operation. After Another.Net closed its doors to the public and became a pay for service operation, most of the #Computers channel wound up on Cobra.Net. There Animal and annjo, and to a very minor extent dachmo, became active on that network. After Another.Net closed, BigBrother, and Paladin found their way onto AtlantisNet that was founded by CheleCat after Another.Net closed. On GammaForce dachmo and local8 had become network administrators and dachmo owned a server called mortis.or.us.gammaforce.org. GammaForce was a network that allowed warez, mp3's and porn. No restrictions on copy righted material were present. On GammaForce dachmo and local8 meet Crazyteen and along with EtherWolf and NNitro, who had gotten involved after Another.Net had closed, learned the ins and outs of running an IRC Network. Several times people had expressed their dislike of the warez, mp3's and porn that were found on GammaForce. Dachmo, local8, Crazyteen, EtherWolf and NNitro purposed that GammaForce adopt a no porn and warez, mp3 channels set +s policy so those people who wished to not see this not have to. The owners of the network adopted it and services were coded to forbid any sex channels. The opers of the network felt this was unfair and exploited a bug in services that caused services to core repeatedly. This caused several members of an online role playing group that used mortis.or.us.gammaforce.org to be nick collided and killed, making it impossible for them to play their game. Because of this, dachmo delinked mortis from the network so they could finish their game without interruption. Mortis never linked back to GammaForce and along with locals.* and Freya.* started the DynastyNet network. On CobraNet, Animal and annjo were becoming fed up with the dictatorship that the network had set up. From the outside, it looked like it was controlled by several boards, but in reality, two people held power. There were several fights, and one of them finally led to them leaving CobraNet. Animal and annjo came to DynastyNet to run the server Freya.* since its owner Tetu was unable to be around much. When Freya.* delinked, annjo linked the server mars.ma.us.dynastynet.net. On AtlantisNet Paladin faced similar problems, the dictatorship caused several problems and after some rather nasty emails directed at Paladin and his coding team, Paladin left the network. BigBrother had been in talks with the administration of GammaForce to link there when mortis.* delinked. Since he knew the administration of mortis from Another.Net and those people were the reason he was going to link to GammaForce, locals.* linked with mortis.* instead. Since BigBrother knew Paladin from Another.Net and knew he was looking for a new home he invited him to be his co-admin on locals.*. DynastyNet was founded from the experiences gathered on 4 networks, each with its own advantages and disadvantages. The founding members of DynastyNet had experienced dictatorships on all these networks, and they knew that if this new network was to succeed it would have to be free of these dictatorships and power struggles. It was along those principles that the Eboard was formed. DynastyNet also wanted to recapture the ideals of the server that most of them had met on, Another.Net. Therefore it was decided that DynastyNet would not allow the transfer of copy righted material to occur on its network. They also realized that this was almost impossible to prevent without blocking file extensions that would disable all dcc sends, including legal files. DynastyNet coded its services to prevent the formation of known illegal channels, such as channels with the word warez in them. This effort alone prevented most illegal channels from even starting. Over time some channels have managed to setup up false channels to make them appear to be something else while trading illegal files in the channel, DynastyNet shuts these channels down whenever they are found. We feel the following rules must stay to ensure that the founding principles are met and that DynastyNet does not betray the original members' vision for the network. We realize that what is considered a legal file may and will change as time progresses; therefore, we are not specifying which files are illegal, just that those that are considered illegal shall not be traded on the network. Channels that trade illegal files shall not be allowed on the network. Sex and pornography channels will not be allowed on the network. Denial of service attacks, flooding and spamming will not be allowed. DynastyNet users will not spam the network on other networks. It is the hope of the authors of this document that it will not restrict the network in an unintended way, but rather keep it true to its original ideas and principles. Amendments may be made to this document by a 2/3 majority vote of Eboard, but this document must remain as is. The only changes allowed to it are to the history, to give historical accuracy, and spelling and grammar as long as it does not change the intent of the document. All amendments will be kept separate of this document and shall not violate the founding principles of the network.
